In reply to your Despatch No. 306 of the
24th. of last September, in which you suggest that Captain
Saunders should receive an allowance of eight shillings a day
under the Volunteer Regulations, I have the honour to draw
your attention to your Despatch Ne. 194 of the 30th. September,
1897, in which you decided that Mr. Badeley, while attached
to one of the home Police Forces should be granted ne allow-
ance beyond a claim for extra expenses, such as for travelling,
provided that the amount in any case did not exceed £20.

Similarly Mr. F. H. May, when Captain
Superintendent of Police, was attached for 3 months in 1896
to the Royal Irish Constabulary, but made no claim even for
his out of pocket expenses.

In view, therefore, of these precedents
and of the fact that it is of the essence of the Volunteer
system that the citizen should give his services to the Colony
voluntarily and for no consideration, I am of opinion that
Captain Saunders should not be granted any allowance beyond
his actual travelling expenses.
